Professor David S. Honeyman has served as technical advisor and expert witness for the Governor and Commissioner of Education of the state of Florida panel studying school finance, is the past President of the American Education Finance Association, and served as Special Counsel to Senator Bob Graham (D-FL).
Dr. Honeyman is the author of textbooks in educational finance for public schools and higher education, has written over 100 articles, monographs, and book chapters which cover the topics of education finance and school facilities in both the K-12 public school and post-secondary higher education. He has conducted many studies investigating the financing of public education in the 50 states and has reported on financing community colleges in the US. In addition, he has conducted several studies in school facilities issues and completed an analysis of public school facility problems in the U.S.

Scholarly Interests
Emphasis on educational policy, finance and school business affairs for public schools and higher education, higher education administration and college teaching. In addition to my teaching and advisement duties I continue to advised the Governor, the Office of the Attorney General and the Florida Legislature on “Florida Adequacy” litigation and was recently appointed as advisor/expert witness for the current HONORE law suit. I have served as technical advisor to the Florida House Appropriations Committee and the Governor’s Task Force on School Finance Reform in Florida. I was lead expert witness for the state of Florida in the “Coalition” school finance litigation. In addition, I was Director of the Leadership Academy of CCBO, (the national organization of Community College Business Officials.) My current research activities include an on-going analysis of the equity of the Florida Community College Program Fund and its relationship to recent changes resulting from the implementation of performance based standards for community colleges.
